Data-Based Calling Doesn't Work + Locks Up Phone

What steps will reproduce the problem?
1. Open calling app such as Talkatone free or Groove IP paid
2. Dial/call contact

What is the expected output? What do you see instead?
A phone call/calling screen
The phone shows a black screen on Talkatone and freezes the app.
Groove IP sometimes shows the calling screen but then proceeds to freeze.
After the apps are closed via Settings (force stopped) many things don't work 
such as the keyboard (default JB keyboard) and the Play Store (They don't work 
again until the phone is rebooted)

What version of the product are you using? On what operating system?

Please provide any additional information below.
This was over 3g/4g, I needed to make a phone call without using minutes and 
after many reboots gave up.
