Rewrite seimens_reader to use tags

Zephyr will write code to tag point names. Each point will have up to four tags:

• Building (all points with "good names" should have a building)
• Room
• Equipment box
• Measurement or set point (all points will have one of these)

This task is to rewrite seimens_reader to get the above information from the input tags rather than from the current methods.
