Fix load #161

After some recent code consolidation, it looks like something is broken.  When 
I open EOF and load a chart, it doesn't open correctly:  The first beat marker 
is missing and no notes are placed.  If I load again, it works fine.  The order 
of the variable assignments or function calls may need to be altered in 
eof_init_after_load() or the File>Load logic.

This doesn't happen when opening an EOF file via command line, so it must be 
the File>Load logic
