Cap exported drum notes #162

There have been multiple bugs with FoF/FoFiX's handling of notes in PART DRUMS 
that are sustained.  These problems would result in notes not displayed in game 
or scoring issues.  Some problems have been fixed in FoFiX, but not all of 
them.  EOF should ensure that drum notes are capped to a short length during 
MIDI export, perhaps one delta would be enough?
