Controller key detects conflicts for undefined keys #170

With a new configuration (where EOF hasn't pre-defined the controller buttons, 
see issue 154).  When I define the buttons, my conflict detection logic 
complains because multiple buttons have the same uninitialized value.  This 
value should be excluded from the conflict detection.
