Glitchy anchor move logic #241

By adding some beats between some anchors, selecting one of the beats inside an 
anchor and moving it slightly, the beat being manipulated is moved/hidden 
unexpectedly.  Eventually, other anchor moving operations makes it shown.

To reproduce, open this chart:

Select beat 6 (the first anchor), use Beat>Add twice, select beat 8 and move it 
one pixel.  The beat line disappears but the surrounding beats are left as-is 
and do not have their tempos changed.
