Just download EB, compile and running 'eb.cmd' give me %SUBJ% What am I doing wrong?

I've yet to update for the latest versions and I have no computer atm, so it might yet be a while.

Just for my understanding: For every new windows 10 version program need to be somehow updated?

Yes; more specifically, each new cmd.exe version.
