tiling simply doesn't work #540

What steps will reproduce the problem?

hello,
I tried to use the fx tiling function, unfortunately I conronted several issues:

-no tiling effect
-brush draw in white color all of the sudden, no matter what fg/bg you choosed
-tiling options offset x and y are always at 0, no matter what you try to type 
inside

what the heck is going on

I'm pretty sure that what you wanted to use is the effect called "Tilemap", 
instead of "Tiling".

you are right! Turned out I never tried tilemap out since it was implemented at 
version 2.4, the ubuntu app repository provided a 2.3.x version, had to compile 
it by my own to get this feature on a linux machine
