Use pull_request_template for commit message. #991

I have a proposal that in the git repo if there is pull_request_template available, then it should be used for the first commit.

Perhaps you are getting confused between https://github.com/carloscuesta/gitmoji-cli and https://github.com/carloscuesta/gitmoji are you not?
