Update Ubuntu distro to noble LTS #49

Hirsuite distro is no longer available at http://ports.ubuntu.com/ubuntu-ports/ubuntu-ports/ubuntu-ports/ubuntu-ports/dists/

Updating distro to noble which is recent LTS release.

Sorry, later on in my development I faced a dependency issue with libelf, and I am assuming it would be present with other packages as well. I have opened a PR to downgrade to jammy, which is working fine and I have tested that.
