100% CPU usage with a minimised window #31

If the main window is minimised, Cogwheel uses 100% of the CPU core it's 
running on.

I suspect that this is because, when minimised, it loses its video device 
and so has nothing to vsync with. This results in it running as fast as it 
possibly can.
