YM2413 is not very well synchronised #39

The YM2413 state is updated instantly, but only sampled every 60th of a 
second which can lead to sloppy-sounding audio. Ideally, writes would be 
queued and spread out over the 60th second period, in the same was as they 
are done with the SN76489.
