Add per-scanline border/backgrop colour display. #42

The border/backdrop colour can be changed on every scanline, but currently 
only a single colour is shown to fill in the area around the screen. It 
would be nice to fill in the unused area on a per-scanline basis.

Partially implemented by r349 (when monitor is wider than the displayed screen, 
and 
not yet supporting Game Gear scaling/cropping modes).
