Maxim's VGM Player runs slowly at 50Hz #49

Loading a 50Hz VGM with the machine set to 50Hz results in a VGM that 
plays back too slowly, though the VGM player should detect NTSC/PAL and 
adjust its speed accordingly.

The PAL/NTSC detection code works in isolation, and pressing Pause will toggle 
between PAL/NTSC playback, so I assume it's working as intended.
