Misaligned scrolling on Desert Speedtrap title screen. #5

1. Boot Desert Speedtrap.
2. Select a language.
3. Wait for the title screen to appear.

The scrolling background effect is misaligned - static elements scroll, 
and elements that are meant to scroll are static.

Fixed in r46 (interrupt bug).
