Sega Master System uses legacy TMS9918 palette colours. #6

1. Set the VDP to Sega Master System mode.
2. Verify the presence of mode 4.
3. Use a legacy TMS9918 video mode.

The VDP currently only has one fixed palette, and so will use the nice 
TMS9918 palette, even in SMS mode (where it should use the ugly 6-bit 
truncated version of the palette).
