No scroll locking flags are emulated. #7

The VDP emulation doesn't support horizontally or vertically locked 
regions.

This can be verified by testing with Charles MacDonald's Scroll Test 
program, and is a fundamental flaw!

Horizontal scroll inhibition *was* implemented, but vertical scroll inhibition 
has 
now been added as part of revision 32 -
