Resource description

This is a containerized development environment, with some opinionated but sane defaults, that is flexible and customizable. Some interesting pieces:

• Get up and running in seconds
• Simple to add additional containers and services (docker-compose.yml)
• Easy to add and manage packages (through poetry and pyproject.toml)
• Centralized configuration for many supported onboard tools (pyproject.toml)
• Built in integration for readthedocs.org (.readthedocs.yml)
• Ready to use Github CI/CD Workflows that are created during templating (.github/workflows)

Thanks for the contribution @niall-byrne, looks like an interesting template as we don't have anything in the list using Docker. The project is still a bit young, let's wait some time before consideration for the list.
