Pi OS images introduced last year a change to force username and password creation on first boot, which meant the OS image creation scripts from https://github.com/carlosperate/rpi-os-custom-image have to first be updated to deal with piwiz on first boot.
I have an update with a fix, but I haven't had the chance to test it properly yet, so I haven't really pushed any of the new images to https://github.com/carlosperate/rpi-os-custom-image, once I have created those images I'll start creating new docker containers with those images.
