feat: Update to maven 3.9.1 #351

Certain tests may fail for now because 3.9.1 is not yet available on https://apache.osuosl.org/maven/maven-3/.

I was subject to caching :(

Oic, looks like the directory structure changed a bit since I checked the last time.
