server.properties currently handled as part of server, when conceptually part of world. #10

server.properties contains onformation such as game difficulty, gamemode, pvp settings, etc. Up to discussion, but I think this should be part of the world files, not the server files. This means we will need to change the file structure as well as a couple of the scripts.
