What steps will reproduce the problem?
Try to access /rosetta/ with a new user.

Hello.  

Add your user to a group named "translators" and he should be granted access to 
Rosetta. (see the Security section of http://code.google.com/p/django-rosetta/ )

Please reopen if this doesn't work, in which case this is a bug.
