Characteristic~Identity for of #141

Following the discussion today, it seems like the construal Characteristic\~Identity for "of" is better represented by just plain Characteristic. The Identity function does not exactly fit here, since the governor of the preposition "of" is not in any way a category that the object is in.

state of Arkansas Arkansas is a state man of honour *honour is a man honourable man

Also note that there's very little difference between "of" and "with" when using the Characteristic scene role. "with" tends to emphasize the property as just one of many (tying into its use for PartPortion) while "of" focuses on the single property as defining the governor.

@t-aoyam brought up #140 again, which interacts with this issue. Do we want to say that Characteristic should be one of the functions of "of"? Currently it is Characteristic~Identity in all but one example in the guidelines.
