event happening in_time, on_time, on_schedule: Temporal? #52

Currently Manner~>Locus:

These do not exactly answer a When? question, but they describe the temporal layout of the event with respect to an expectation/schedule.

Now that we are using Temporal for some aspectual stuff (an event being on, off, over, in_progress, or on_hold), should the above be Temporal~>Locus?

We should also consider "Dan is on_time", which is currently Characteristic~>Locus.
