went with Theme~Instrument as similar to "fill the bowl with water" but that's a kind of weird one and this abstracts enough away from it that we're Unsure.
(There's also a possible reading that's more blatantly Instrument, ~ "they used cheap labor to replenish the workforce", but I think that's less likely than the "filled with" reading?)
