LED Pulse Lead, Inversion, and Number of Pulses support #48

This PR adds LED pulse control to the dynamic reconfigure server for next gen stereo cameras that support lighting

This provides access to control the number of LED pulses per exposure, how early to trigger the pulse, and whether the pulse trigger signal should be inverted.

This PR replaces #38 and is stacked behind #44

This has been tested with remote heads on 5.24 firmware and is working well
