[REFACTOR] implement a single function for interpolation relying on RegularGridInterpolator

The same piece of code appears at several places in the package. Having a single function would be easier for maintenance and testing.

TODO:

• input parameters should include a shift vector and a rotation matrix
• the function should be dimension-agnostic if possible
• image_registration.interp_rgi_translation could be used as a starting point
