Are there any plans to support testing with localstack or similar? #1233

:bulb: The Idea

Hi Chris, Are there any plans to support testing apprise locally with localstack for aws specific integrations such as SES and SNS (by passing endpoint_url)? I tried looking for such a config in the code but couldn't find it. This would be very useful for testing locally and in CI/CD pipelines.

i'm a bit old school, so I'd need some education or perhaps a PR to help get the idea started. Thoughts?
