Next step: draft a governance doc and send it to Peter and Xochitl for review.

Kaija has veto power, especially about philosophical/scope decisions. She probably won't use it often, but since this is her TAR project, it's important for it to be there. Anyone is explicitly free to leave at any time, and their contributions to that point will be acknowledged. If one of the three core maintainers leave, we might add another person to the team. Other than that, we're not going to add more people until we're at a stage where we can welcome more granular contributions (i.e. once we're solid on the structure, overarching philosophy, etc.)
