Rank 1 being the package with the largest number of downloads, I do mean a lower rank, as in "a lower value in the rank column."
I agree the phrasing can be confusing and interpreted both ways. Perhaps the sentence needs an even larger-scale change to make clearly. I don't think it's about changing just the one word. What do you think?
If you are interested in which one is more popular, wouldn't this read: "Which one is more popular in terms of download statistics (i.e., higher rank)?
