Add Gemfile #18

The soon-to-be merged https://github.com/common-workflow-lab/cwl-novice-tutorial/pull/16/files#diff-d09ea66f8227784ff4393d88a19836f321c915ae10031d16c93d67e6283ab55f adds a Gemfile. Do we also need a lock, @tetron ?

tetron commented 3 years ago

Gemfile.lock captures a known-good configuration. It is a good idea but not absolutely necessary to commit it. Mainly we want this to manage the dependency on jekyll and any plugins we might choose to add.
