macOS: install docker desktop; use conda for cwltool & graphviz

Linux: remind that they need docker; mostly as is

MS Windows: copy from Linux but explicitly put in the WSL2 setup parts copied from the external link

all: need a confirmation step for cwltool, docker, and graphviz
