add citation files #7

This pull request:

adds a draft citation to the CITATION file.
also adds a CITATION.cff file (see: https://docs.github.com/en/repositories/managing-your-repositorys-settings-and-features/customizing-your-repository/about-citation-files)

I think CITATION.cff is now the preferred method for including a citation, so CITATION can probably be removed (except that this currently breaks the build).
