Per the EC meeting on 2022-07-19, we will create a form to declare conflicts of interest each term. In the bylaws we need to include that conflicts of interests are declared every term for EC members. Also include ramifications for what happens if you do not declare your conflict of interest.
The Governance Committee and Chair of the EC checks declarations.
A conflict of interest declaration form has been drafted and will be voted on at the quarter 4 EC meeting. This issue asks whether this form should be added in the bylaws.
The Government committee suggest that we have a new section in the bylaw right above the section "Removal" that is called "Conflict of interest". It should contain the following text:
Each member of the Executive Council of The Carpentries must sign the Conflict of interest declaration form at the beginning of their term and must report in case potential new conflicts of interest are occurring.
The Carpentries Conflict of interest declaration form with be put into the Handbook below the section "Transfer of member responsibilies".
The form might also be put in another location in the Handbook like a general on-boarding check list (discussed in the officers meeting).

I added the PR to modify the Bylaws with the COI. Should I also create a PR for the Handbook ? Let me know, please!
