Hi @lexnederbragt, can you update the opening comment in this issue with more context? This repo is public, but the GitHub issue you referenced is private, so we want to make sure the community knows what is being proposed.

Based on the discussion at the EC retreat 2022 this should NOT be a part of the bylaws but a guideline separate from the bylaws.
The Carpentries Executive Council Elections: Timeline and Procedures is now complete and operational. The Core Team is finalizing an internal workflow to keep track of the tasks we are responsible for related to elections. Per @konrad's comment above, the election procedures do not need to be added to the bylaws, so I am closing this issue.

This has led me (@lexnederbragt) earlier to propose that we approve such an Election Policy. Another thing that would have to be added to this Policy is the fact that we let nominees for community-elected seats that did not get enough votes automatically be added to the candidates for Council-elected seats. Currently, this is not regulated formally anywhere.
This matter was discussed at the Executive Council retreat. That group concluded:
Personally, I still am in favour of approving and Election Policy, based on that some aspects of the elections are a governance issue - at least I think so.
Also, I feel we should not distinguish in the bylaws between a Policy (capital P) and policy (lower case p), as this only causes confusion. I guess we could use 'election procedures' but I'd rather not add another kind of document that the bylaws refer to.
So my request with this issue is a resolution around the need, or not, to approve an Election Policy.

I would agree that the election process should be detailed in a policy document. How the document is titled (is "policy" included) is not as important as the document itself. Whatever title is given to the process document, that is the title used in reference in the Bylaws and anywhere else. What might be helpful is creating a numbering system on process documents. For example, Policy Resolution #2021.1 - The Carpentries Election Procedures.
Not sure if we have an internal numbering process for policy resolutions approved by the EC.
