Align bylaws with updates to the Lesson Program Policy #7

This issue depends on the outcome of https://github.com/carpentries-ec/conversations_ec_ed/issues/103.

For example, at https://docs.carpentries.org/topic_folders/governance/bylaws.html#governance-of-lesson-programs it says

Each Lesson Program will have a Curriculum Advisory Committee to serve as community governance organisation and act as a point of contact with The Carpentries Executive Council and Core Team.

The current discussion in the Lesson Program Committee would lead to that 'Curriculum Advisory Committee' needs to be changed to 'Lesson Program Governance Committee'.

There may be more aspects to this once https://github.com/carpentries-ec/conversations_ec_ed/issues/103 is closed.

The new Lesson Program Policy was approved at the December 2021 EC meeting (https://github.com/carpentries/executive-council-info/issues/71). Therefore, https://github.com/carpentries-ec/conversations_ec_ed/issues/103 was closed.

Therefore, this issue is asking that we replace Curriculum Advisory Committee with Lesson Program Governance Committee in Section 2 of the bylaws (Governance of Lesson Programs).

In short, I am +1 to this and happy to open the PR to make the change if you would like me to.

More context: the current plan for introduction of Lesson Program Governance Committees involves leaving the existing Curriculum Advisor Committees in place. That is, the new Governance Committees will interact with the Curriculum Advisory Committees, but will not replace/absorb them. That being said, a review of section 2 of the Bylaws does not show up anywhere that this distinction would matter, so a straight-up replacement of the name of one body with the name of the other is reasonable.

@konrad since this is a change to the bylaws it requires a vote. Feel free to include the language of this motion in your standing committee report for the Q4 EC meeting.
