fix output commands #66

This is an attempt to re-do #65, where I had attempted to compile the node modules into a single index.js, but failed.

This pull request will broadly fix #61 by doing the following

change set-output to GITHUB_OUTPUT (fix #62)
update to node16 (fix #60)
update cache version (fix #61)
update remove-branch to use actions/core@1.10.0 (fix #63)
update check-valid-pr to use core@1.10.0 (fix #63)
update comment-diff to use core@1.10.0 (fix #63)
update download-workflow-artifact to use core@1.10.0 (fix #63)
try to fix sandpaper setup
try to protect strings
fix output command from R (fix #62)
update versions
