[setup-sandpaper] update dep searching and cache labels

This updates the dependency checking to not include dev dependencies such as "testthat"

it also updates the cache label so that it's more clear which cache belongs to the workbench tools

In reality, we probably should devise a better way of specifying these dependencies.
