[Emails] Disable notification toast for user-triggered emails #2498

As a training/instructor user, I don't want to see automation email toast notification.

This applies currently only to instructor_signs_up_for_workshop, but in future there may be other instances that should not show the notification.

@maneesha Are we going to have more actions that were triggered directly by the users (instructors or trainees), and not the administrators (regional coordinators etc.)?

What are these actions?

Idea: tag with "for admin only" for the message
