Update all navigation menus

See this google doc for outline of where all navigation menus should go.

Questions (included in google doc above):

About Menu:

• In this repo, the options for Governance, Financials, and Publications are included in the About menu. They are not included in the Google doc listing. Should they be?
• The Values menu option is near the top of the list for the About menu but at the bottom in the Google doc. Where should this appear?

Volunteer Menu:

• There are a number of options that say "Addressed in Handbook" -- does this mean they should not appear in the menu?

Host Menu:

• In this repo, the Host menu includes a Pricing option that is not included in the Google doc. Should it be?
• The Google doc refers to these items. Does this mean they should not be in the menu?
  • Submit a self-organised workshop? - footer
  • *How do I plan/organise a workshop? - Addressed in Handbook
