New governance updates - Githubissues

This PR does the following:

Updates the Governance page to include our new Advisory Council and Board of Directors, based on what was provided by @kariljordan. This includes:
- Descriptions, contact info and committee roles for AC & BoD
- Contact info for AC & BoD
- Profiles & headshots for AC & BoD members
- Bylaws as PDF
Updates templates that build the Governance page accordingly
Updates references to the Executive Council to refer to the Board instead on other parts of the website (contact page, community page, etc.)
This does not update historic references to the EC (for example, where we say what the Executive Council did something, because it was the EC doing it back then)

This should be merged on 1 Feb 2024 at the same time as the corresponding changes in the Handbook repo (PR not yet submitted)
