Deprecate non-active programs (membership/IT) #1776

@sheraaronhurt - I started this PR to remove information about financially sponsored memberships in accordance with our recent blog post, but found that there were also references to Open Instructor Training on the Membership pages as well, so wrapped those up in this PR. Could you please do a check to see that I've not missed other references to Open Instructor Training on our website before approving this PR? Thank you!

@ErinBecker I had to merge in some fixes we made after this PR was originally put through. Checks look good now so I am merging.
