update package provisioning; add pull_request #74

This replaces the old and busted package provisioning with the new and fancy provisioning from https://github.com/r-lib/actions/tree/v2/setup-r-dependencies/

This should test, but not push on pull request

we have hit our rate limit, but things actually worked, so I'm going to merge.
