remove github context reporter #81

For some reason, it's being frustrating and not behaving. Likely because we did not put a value for workflow_dispatch, which should be fine according to the docs, but GitHub's gonna GitHub ¯\_(ツ)_/¯

I'm going to merge this becuase it now works whereas previously it did not work.
