Add bootstrap, anchors to terms for easier hard linking #743

Currently, it's difficult to get the hard anchor link to a term with the current site. Having access to this link would make it easier to include glossary terms and share with others.

This PR addresses #284 - adds bootstrap support for styling, proper scss parsing, and anchor links to h4 term elements.
