Submitting October quarterly CoC transparency for review.

@dsarahstamps Thank you for promptly starting to draft the 2023-10-01 report as promised in the yesterday's meeting.

The current pull request has both 2023-08-01-coc-transparency-report.md and 2023-10-01-coc-transparency-report.md combined. However, as today is 2023-09-13, would you like to create separate pull requests for 2023-10-01 later and omit from this one for now?

@annajiat I'm not sure where this comment is coming from. I've just submitted a pull request for the 10-01-2023 transparency report. The 08-02-2023 transparency report was submitted months ago for review and should have been published already. I was under the impression the August transparency report was already published.

@dsarahstamps The pull request contains the following two files. At this point, I think we can merge both. Proceeding accordingly. Please let us know if that is incorrect.
