Should the new handbook have a "Communications" section? #103

The current handbook has a Communications section.

This includes Tools - Etherpad, Newsletter, etc. Where will all this information live?

This includes Resources - Style guide, brand identity, and logos are being addressed in #84. Where will other items (presentations, communications strategy) live?

This includes How-to guides -Where will all this information live? (note the last item in that current section is in the community discussion handbook).

Formatting Hyperlinks, Collaborative Blog Post Writing, and Selecting Tags for your Carpentries Blog will be removed from the current handbook. These details /workflow will be included in the CDT wiki for Core Team reference. Instead, there will be a "Sharing Communications with The Carpentries" section that combines info on how to share a blog post, job ad, or other announcement. Presentations, templates, etc. will live in the "Commons" repo. Strategy documentation needs further discussion but thought it would be good to include in the same location as our policies. Guidebooks on use of tools should have been moved to the relevant handbooks and restructured specifically for that community role
