Set up Netlify preview #18

Use Netlify to enable previews in PRs so that contributors don't have to build site locally to test.

I have started to set things up on Netlify here. I'm guessing at what to do based on the netlify preview for carpentries.org. This includes:

I don't think anything else needs to be done but we'll see after those two files are created.

Process is entirely different because this is built in Sphinx... closing this issue
