Changes pages to rst format from md format

This changes pages to use rst format instead of md format, which allows us to use more advanced sphinx features such as:

• Creating a glossary and linking terms to it
• Table formatting (including building tables from internal and external csv)
• Allowing for include blocks of text

This PR includes a preliminary glossary. It also includes tables build from internal and external csv data.

Next up we will consider what text blocks we want to template out.
