Update onboarding/offboarding page #97

The onboarding/offboarding page has placeholder text without working links. This should be updated with working links, ideally using sphinx directives to get the same sections from every page.

This will be part of the new "journeys" that we will explore with this handbook and will not be addressed in the initial launch.
